Hmm how did I miss this...anyways it may have had to do with Tarlach breaking the seals. We experienced Tarlach breaking Courcle's, Physis's, and Rano's seals, yet we didn't see him go to Connous and break the seal there, and he still said "On to the next seal." It's probable that (enter speculation zone) the Memory tower served as a seal.
