Does counter damage double with dual guns with bullets or something?

Critical damage from countering is based off the enemy's crit rate on you, also their skill rank of critical hit is what goes into the formula, not yours iirc. By looking at counter's discussion page, it seems i am confused again, screw you counter for confusing me.
