You have to understand that 1. Meru is an insane rogue AI. Things that make sense in her crazy robot brain don't necessarily make sense to humans. 2. For some freaky reason, in-game, some of the subskill reqs fill 0.40 per use, and some fill 0.400 per use. That extra zero throws some stupid whammy on in-game calculations, and it DOES end up being 99.98%.
Still, I'd really like the pages to just read "250", with a caveat at the top that says "Hey, sometimes weird counts happens and you may need to hit that baby one more time."
