This seems contradictionary as this isnt apparent at all in the game, maybe it was in korea and got removed and they forgot to change the description or something.

That's right, I have the same feeling the description is wrong. Maybe a copy-paste error from some pet's summon attack or something. Maybe the description will be corrected in the P.E.T. Part 2 update.

CM Kyrios has already said in the Official Discord that the description looks weird. No one knows exactly why it's written like that but it's almost certainly wrong.

Is it alright to keep it like this? I added the description how it appears in-game, even though it's not how it actually works in-game. Should a "Skill Issues" section be added noting how it doesn't actually debuff the enemy, or do we just wait until its description is fixed in-game.
