Maybe it's intentional... Here, from the patch notes announcement [1]
- Rare, puzzle based Treasure Dungeons may be discovered by those with the Treasure Hunter talent active.
Hmm... that doesn't sound very good, but it would explain why I, and many other non-Treasure Hunters with r6+ Exploration Mastery, haven't found a single treasure dungeon.
