Flame Burst

Flame Burst

When I used flame burst, each hit does not increase proficiency, only the last hit gave me proficiency. Did this change happen with G16 or something? My flame burst rank is rank 4 and hits 4 times. I used flame burst on the zombie soldiers in Their Method mission and they are Strong to me.
