Ineffective Shields

Any idea if this works with ineffective shields? Such as books or the Guard Cylinder?

Books shouldn't work but I'll get back to you on that. And no, Guard Cylinders are not considered ineffective shields and are considered Medium Shields by Shield Mastery.
