Actually that's only partly true. There's a condition that the Apostle has to be in, not using the two at any point. The process also requires a third skill as well.

Steps to obtaining Binding Needle:

1. Form a 3+ player squad.
2. Wait until Girgashiy prepares Mineral Hail.
3. Player A uses Shield of Trust. If done correctly, Girgashiy will be stunned when the skill completes.
4. Player B uses Celestial Spike on Girgashiy. If done correctly, Girgashiy will collapse onto its knees.
5. Player C uses Judgment Blade while its down on its knees.
6. Wait 40 seconds to rinse and repeat this 50 times.
7. ???
8. PROFIT!
