It dropped from a White-tailed Mongoose in Maiz Prairie, near the Flower Mark. I did not save a screenshot of it dropping, but I do have the item in my inventory:

I checked the player shops, and there was one other, but it did not add to Support Shot and gave one more to Magnum Shot:

This confirms that these hats are available on North American servers. The stats given in the article appear correct.
