So, according to a rough translation of the Japanese wiki, you get this book by talking to the NPC Ehui(?) in Celia Base camp about the keyword "Skills" while having a gathering axe equipped. However... talking to any of the npcs in celia base camp about skills with the gathering axe equipped has proven a no go for me.
