do you get to pick or is it random?

You get to pick a reward in the tier that you choose.

I'm guessing people will go crazy for the dyes and metal dyes here... Ever since advanced play is down, dyes are barely being demanded because of the rarity and high pricing...

150 certificate for 1 dye, but since you can hoard up stacks of letters, it isn't a big deal for most players nowadays... Tradable too so cooperation is the key maybe...

150 coupons x 8 actual letters...

It's probably better to collect like 150 of each letters in 8 separate stacks and then trade them all in using their respective npc quest.

A better choice of words should have been used for when you said "You get to pick a reward in the tier that you choose". You can only pick the amount of coupons you wish to use, not the reward itself. A number of people are trying to get the Kitty Ear Headband and instead just getting a pile of Mini Leprechaun Hats.

Is the Drops of the letters are affected by CP?

Any mobs of any CP drops them however only certain monsters drop certain letters. But yes your CP changes the droprate as always.
