Not anymore. Could I change that for every homestead items or it is a bug?

I'm pretty sure it not being usable when you're not here was the glitch, but don't take my word for it.

It was indeed the glitch, the patch that brought the Homestead update actually "fixed" it, meaning you actually have to use the restriction options now.
