From what I can tell with my fights against them, there is a brief period of time following a windmill hit where there seems to be a 0% chance of retaliation when hitting them. After that, however, they frequently attack back. I'm not sure what this type of behavior is described as, though, since it's the opposite of Intuition...

I think they attempt to attack you but since they're down they can't, so you have to attack them or let them get up for them to attack.
