i dont understand the purpose? is it the same as the one from commerce?

It is, in theory, easier to get lower-end zone tickets to get this potion bag, instead of 130,000 Ducats for the Recovery Potion Bag. It's a nice option for people who dislike or don't want to do Commerce. But it is functionally the same as the potion bag.
