Evasion Total Cooldown Limit Reforge

I think the description for this reforge isn't correct. It appears that it allows you to use evasion more times in a row instead. I have a 15 level with rE evasion, and I can roll 3 times in a row. The cooldown remains the same with and without the reforge on.
