Melee Weapons can have Final Hit Duration/Cooldown/TP distance?

I used about 100 reforging tools on daggers, but never got any of these stats.

Can anyone confirm that they're valid?

they dont have duration or CD. I wasted 500 npc reforges trying to test this unless the reforge is only available at higher ranks but even then i used close to 100 fines before on a rank 2 weapon and r1 weapon due to bad luck trying to get elemental back in the day
