Running Boost speed multiplier

I found this out a bit ago, but need someone else to confirm+test. The boost seems to be +30%. Tested via my Black Flamemare keeping up with Nimbii, and my nimbus with Guarded Steps level 10 keeping up with a scooter, but would want someone else to confirm it for sure. We all know how my last speed edit went out.
