Mounted Magic Cast Time?

For some reason, when I'm mounted on my Dragon, it's Bolt Casting Speed is the same as my Rank 5 Icebolt, Rank 1 Firebolt, and Rank 1 Lightning Bolt. My Dragon, however, only has Rank 9 Icebolt, Rank 8 Firebolt, and Rank 9 Lightning Bolt.
But then... How come my Dragon's Rank 7 Windmill does not have the radius of my Rank 1 Windmill?
Glitch perhaps?
