Elves can wear Marshal Dragon Fang but not Dragon Fang.

Nexon fixed it so elves can't wield it anymore.

And that goes for both the Marshal and normal. Neither can be worn by elves anymore as of the recent patch, Nexon made it so its correct on what it should've been in the first place.
