No, the talent bonus is the stats increased by having a high level in a certain talent (even if that's not your active talent.)

It is the same as the description Soluna posted in Mabidata, finalized update section.
At lv 16 (grandmaster), you have 15 STR, 15 HP, music duration +50% and music buff +5. At lv 15, you have 15 STR, 15 HP, music duration +30%... where you are getting 1 HP, 1 STR and 2% music duration per level.
