This item cannot be equipped by any race, unlike the Broken Log which can be equipped by Giants.
It can only be bought from Effie's secret shop. When access to her secret shop is obtained, then a new tab called "Special Item" will appear (it will be the last tab, after the "Sewing Pattern" tab).
