Meiling is the Event NPC that hosts the Dragon Master Events to promote dragons. She is a member of a group she calls the Dragon Clan and their goal is to introduce and spread dragons around the world. Meiling is not local to Dunbarton or Uladh, but rather from another continent altogether.
Using various materials that can be collected during the event period, Meiling can perform a ritual to create a Fire Dragon's Horn. Failures will instead create consolation items.

- According to Meiling, she is a high-ranking member of her dragon clan.
- According to Meiling, the Horn material comes from the graves of dragons but the Leather material is obtained when a dragon dies; the Yarn material is from specially-soaked threads.
