Someone with Rank Novice Knuckle Mastery and no other Fighter Skills try talking to him?

That's Korea-only. Other servers instead have the Rush of Love quest chain.

Doesn't hurt to try though.

Btw in KR, did the quests come to players or...?

I had rB Knuckle Mastery when I talked to him, nothing of particular importance. An empty shop, no quests, lame keyword responses, and a 98% repair rate.

And what do you mean? You already know how the quests come from that link, don't you?

I'm mean when you obtain Knuckle Mastery Rank Novice, Charging Strike Quest comes to you automatically after X amount of time. Like how those Beginner Quests appear in your Q tab randomly.
