Normal elementals stack to 5 but mass elementals stack up to how many?

They don't stack.

They stack to 5 as well.

So the effect from this enchant is "ice".  ?

Could anyone explain a little more precisely what it does?

Ice elementals aren't really enchants for one thing. Also the "Ice" effect makes that item have the elementa; property of ice aka if it is a weapon it will deal more damage to fire and lightning elemental monsters, while ice elemental armor will protect you from ice attacks but cause more damage from fire and lightning attacks.

In short: When enchanted on armor, it gives you magical resistance to the element you enchant, but makes you lose resistance to other elements. When enchanted on weapons, the weapons gains that elemental attribute and deals more damage to mobs of the different element, but less if of the same element.
