Apparently the ones actually given out had their values set to 1 (sometimes the game does this).

Theoretically, since the base value is 5000, any that would be given out in the future would have normal fees...

But until that happens, the ones in-game have a 1g repair fee.

This game sometimes I swear.

Can this actually be dual wielded by giants? If not, can someone change it? I can't find out where it is.

Yes, it can. It's a blunt weapon. It's a special blunt weapon, apparently. No dbl wield.
