Not every outfit an NPC wears is going to be something that is sold in a shop o.o It is on the simulator I use, which could mean it's going to be implemented as an item us as players can wear, but it has it doubts as well. ^^; Sorry I couldn't be of more help, but all I can say is if it is implemented for us to wear, I am sure it would be called Tibbie's Wear, Outfit, or Dress xD
