If you use a personalizing enchant on an item does it personalize it right away or only after it is equipped?

Enchanting enchants that Personalize will automatically make the item bound to you, even if you didn't equip it. Unless it comes pre-enchanted through events/gachapons, personlization enchants will personalize once successfully enchanted.
