Elemental charge magic damage boost?

does the magic damage boost when charged apply only to that element's bolt magic or does it apply to it's intermediate counterpart as well? (ex. fire charge 3,firebolt and fireball,does only firebolt get the boost or does fireball get boosted too?)
Also,since it doesn't gain prof from healing,it also doesn't lose durability for casting heal,right?
