Since When Did Brionac Ignore the Enemy's Defense and Protection When Using Melee-Based Attacks?

I'm pretty sure that it only ignores a portion of the enemy's defence and protection. Also, I believe this is a property of the shocked brionac. Brionac is meant to be used while shocked, so an unshocked brionac is nothing more than a high powered 2 hander.
