a 3rd limit to brionac training?

I noticed when using the brionac to train Reload rank 2's "use the skill successfully" requirement that it only trained 500 counts.
This is neither 10% of the full training count for that requirement nor 10 skill points.
Either it only trains 500 counts maximum or it only trains 7.5 skill points now.
Could someone test this?

Tested. Rank 3 grapple shot's "use a skill" requirement trained 550 counts. 5.5 training points.
It appears that it only trains 7.5 skill points max now. Again, this specific hypothesis needs testing.
