The terms in the table as of this post ("Effective Distance" and "Attack Range") are what the game uses.

This means that it's what reforges say too, and it's important that players be able to match the reforge effect to the skill via matching wording.

I know the game's wording is a bit unclear, that's why there's notes at the bottom of the table for what the wording means to us.
