How/where does it say that Cichol inspired it?

It's a weapon made by the Fomors, their god is Cichol, he has White Wings. Put 2 and 2 together.

Not all Legendary Weapons are made by Fomors you know. Masterpiece Bow and the Caladbolg belonged to Portia and the Partholons, respectively, but the Imp somehow acquired it.
Also, Lugh also has White Wings, and he is sometimes called a God.

True, but I doubt that's his true form.
