Or could it be unimplemented, like the Demonic Inner Core Cylinder and Demonic Tempest Cylinder? The non-implemented template is missing from the top of the page in that case, though.

It doesn't exist, along with Inner Core and Tempest. It was found in *ahem* data files *ahem*, but it's not implemented anywhere.

Why it doesn't have the future content tag to begin with I don't even know.

It was an item you can get for Rental for 1 day from Rena during the Return To Mabinogi Event.
