Over Es rank of same level or above

Over Es rank of same level or above

I understand that for Enchant scrolls R9 and above u need an enchant on the item that is a rank below. is it possible to overwrite one that is of the same rank or above?

"At least a rank below" would be better wording. Yes, so long the enchant is a rank below or above, you may enchant it.
