If I were to buy a Fire and Thunder Dragon card when they come out and make a Fire dragon, get it to level 60, then rebirth it into a Thunder Dragon and get it to level 60, will it have both rank 1 Fire and Thunder Breath? Will Fire Breath be usable on Thunder Dragons? Do they share a cooldown timer?

No. The Fire and Lightning breaths are both special attacks, they will not carry over to another pet (or opposite Dragon) if you rebirth them.

Also, if you rebirth a currently existing pet into a dragon, will the Dragon Rider Armor be in their inventory?

Never mind, took a risk and found my answer. You still get the armor set.
