All the monsters you fight in G13 are actually monsters sent by Morrighan to capture Shakespeare. The Grim Reaper is one of the Guardians of Avon.

But still, since we are the Guardian of Caliburn, aka the Ruler of Erinn, we have the right to sentence Morrighan to her doom, do we not?

cuz we are too kind because it is not that easy. Cichol was only stabbed by jenna because neinheim or whatver she is called gave her to power to do so. Milletian? All gods hate them. Therefore, no power to pull out all power of brionac. morrighan? appear for 5 sec and disappear. no chance to stab. but i really hope i can slap her. she is such a.....****

You find out it's her way before the final match, Sheakspeare tells you, and she basically lets you know several times :/ Also, I think this is unrelated to past generations (Like 1-3 and 8-12 were unrelated) so she doesn't want to bury the player. To do so would spoil 4 Generations worth of story :/

It actually is related to the other generations. All (most) generations in a chapter are planned at the start of the chapter and are improvised and changed as they go on to please the audience. (Generation 9, 10, and 11 were planned for Chapter 3, Generation 11 was canceled, brought back, then they extended it to G12.) You likely don't know the plot of Generation 15 yet, which explains the ties between Chapter 4 and the other chapters.

After that post I actually did look at what G15 would be. It explains the Soul Stream, right? But why was Sheakspeare given an important roll in all this?

Because, he was the one who broke the Soul Stream, allowed Milletians to enter Morrighan's world, and Shakespeare ended up the first Milletian. Goddess Morrighan isn't even able to enter her own world anymore (@The Goddess Who Turned into Stone) and some aliens from a different dimension are coming and taking over her world, influencing her world's people (Tuatha de Danann), and bringing peace and equality with her greatest opponents, the Fomors. You would be mad too, wouldn't you? Chapter 4 is the infrastructure of the plot of Mabinogi.

That's a really odd plot, because Morrighan didn't mind Milletian's into her world and she said Nao wanted them there.

What Nao wants is irrelevant right now. And she does mind Milletians. She does like to lie on occasion (saying Nao summoned the player to Erinn to save Erinn, etc).
