Bombardment targeting?

- "The bombardment will only target the party leader until the first set of fields is cleared. From the second onwards, all(?) party members will be targeted at once."
I've done this a couple times on Elite and on Basic with 2+ people in every run, and I've seen the bombardment target every member of the party within seconds of loading into the mission. Does it just target the party leader in other difficulties?
