Am I reading this right O.o

It says that when wearing other items (shoes robes etc.) You can not get proficiency on your armor. Is this true?

Basically, when you get hit by a monster, a random equipment is selected to lose durability from the attack, and your armor only gains prof if it's the one selected, so wearing more equipment reduces the chance that the armor takes the hit. Hope that wasn't confusing... xD
