I'm pretty positive it's for Alchemy only, but as a Small-type shield, does it really benefit anyone for melee o -o? I would assume no.

Don't think it'd have much effect, since the highest stamina consuming skills, Smash and Assault Slash, use 10, and cutting it down to 9 won't really do much. Besides, there's far too many stamina regeneration skills so I think stamina reduction is pointless.

can't say for sure. I did a lot of alchemy so I noticed it affected that. Elf has 0 melee skills.
