Dischord Reforges

Two things. Does anyone know what Dischord Effect Radius can be applied too??

And also, it states that Dischord Movement Speed Down when applied to footwear is -2% (max lv10) and accessory is -10% (max lv3) This sounds very unlikely! I think it is probably -2% as well.. Could anyone confirm?

Effect Radius refers to splash.

As far as Movement speed, those are what is confirmed by players, as well as outside sources such as the JP wiki,

that's not what I asked. it lists no gear for where it can go. JP wiki says headgear.

JP wiki says they are both the same, but doesn't list a % so I am pretty sure both are -2%. having -30% movement on an accessory doesn't make sense. that means you could get -105% movement o.o

Oh whoops...misread. Uhh, anyways, yeah it's usually confirmed by other players or outside sources. I do know it's Headgear and Shoes for dischord if I recall correctly.
