So exactly how did it work pre-Renovation, and does it now directly modify the 400% post- or still the same as it is?

There was no damage bonus pre-Renovation. Now (from what I can tell), you do 400% whatever your damage is, like Rank 5 Smash.

No changes to my knowledge, but it scales with your stats before multiplier I would assume.
