Let's say, for instance, I had my partner wear something with a personalization enchant, then used the unlock potion on them, what would that do?

I'm pretty sure you can't give them personalized things, if it's one of those event items (That come with an enchant and personalize upon being equipped) Then it'll probably just personlize again after equipping it again.

I'm assuming they mean the enchant hasn't personalized it for the owner yet.

So, I just tested it, if you give a partner an item with a personalization enchant and they wear it, it is technically bound to them. But the unlock potion will unpersonalize it, allowing it to be worn again.
