You can't seem to use the Avon feather or Warp back to Uladh...that's strange since her house is in Iria, not Uladh.

Interestingly enough, her house is actually counted as Belvast; if you get KOed in Escape from Belvast and you decide to ressurect by nearest town, you'll end up in Belvast.

Have you tried using the Avon Feather there, though?

Really now...I've never tried. and Avon Feather used in Belvast works just fine.

When I continent warp from her place it lets me warp to Filia or Belvast, it's considered Uladh, not Belvast.

I think he got the belvast idea because the mission Escape from Belvast takes place in belvast, which would change the last town visited from Filia to belvast...this is merely speculation :x

No. I died several times during Escape from Belvast and "exited" back to Portia's house. When I ressurected, I was back in Belvast Island.

But, for some reason it won't let you warp to Uladh while in her house.

By default (unless changed to otherwise) all areas in the game are considered Uladh to continent warp. For example: Uladh, Tir Na Nog, all Dungeons Theatre Missions and Shadow Missions, Soul Stream (you can only Continent Warp in Soul Stream via world map, which can no longer be viewed outside of continent warp since G15), etc. They just forgot to set her home to Iria.
