Siren's Flute Upgrades

Does anyone know where this can be upgraded? Walter doesn't carry any upgrades for it, even though it is a Flute...

There are no upgrades for this instrument because, unlike the Flute, it does not have the /instrument_original/ tag.

Just because a weapon/item has upgrade slots, it does not necessarily mean it has upgrades that can be performed.
