What does Rank 1 Reforge Available mean? Does that mean that it has Rank 1, but you'd need to use Credne Reforges in order to get lines on it? Or does that mean you can use a normal reforge, and it'll produce Rank 1 lines?

It means the item has a blank Rank 1 reforge, but that you to use a Fine Reforge Tool in order to "awaken" it (first line).
After that, you can use Credne's to add more "lines" and Fines to re-roll.

Following what foreign servers have and what it possibly could be, It is very likely that this is the "White Golden Hammer of Durability". The item should behave like a normal Golden Hammer of Durability, but multiple hammers can be used on an item, until the item is at 20 durability.

on the far right of [This image], you can see that it's called Platinum Hammer of Durability.
