Fragments drop from regular monster rooms. This may appear to be the case for you because your CP is too high, and therefore the monsters have a lower drop rate. Look under "Tips on Obtaining the Fragments" on the page.
All level monsters drop fragments.
- The higher a monster's CP class, the more often they drop fragments.
- Weakest monsters hardly ever drop fragments.
