Base balance isn't what's missing. When my DEX went up by 100, balance went up by 28, rather than the 25 we'd expect based on that formula. So, either the Dex part of balance formula for these is something like 7[dex-10]/25 (.28 bal per Dex instead of .25 like melee/bows), or another stat contributes.
