Do the meters reset when unequipping either cylinder then reequipping them?

No, only resets if you change channel, die, or log off

On a somewhat related note, if you use elemental wave (it's been fully charged and you click on the skill) and then switch weapons or do any of the other things rico listed above, the buff that elemental wave would give dissapears.
