Nicca no longer gives cheaper repairs to a Furious Windmill Master?

I am a Dan 1 Windmill Master who has played for a long time. I used to always use my title to repair at Nicca whenever possible.
However, I have not done so for a while and randomly checked the Advancement Test page, which says that Karpfen has this discount instead of Nicca.
Did I miss an update? Does Nicca no longer give discounts for repairs?
