Separation of G16s2's notes?

Well, think of it--it's being split into two separate patches to cover it. Some of the patch notes are only being implemented, while it's being implemented at a different time. I will search for a sauce (because Sabina has said it on the forums) and I have organized some of the notes, but I will wait to change it when a moderator confirms this change.
